I hope I’m following the question here. There are two types of Habitat Protection Zone “outside” the heads. The Cabbage Tree Island Habitat Protection Zone, which is just outside the heads, allows bait fishing only for 3 types of fish – yellowtail, garfish, and slimy mackerel. You cannot fish for anything else, nor can you have any other type of fish on your boat when you are there. The Habitat Protection zone surrounding this area allows for general fishing and standard rules for rec fishers apply. Note however that there is also a sanctuary zone around Cabbage Tree Island where fishing is prohibited.
The rules listed beneath refer to particular areas/sections of habitat protection zone and are missing some important details:

(d) No fishing with bait in the hatched habitat protection zone in the Broughton Island, Sawtooth and Edith Breakers. This means you can fish with artificial lures only. This rule was put in to protect grey nurse sharks that frequent the area. If you are fishing in these areas you cannot be anchored. You can however anchor as long as you are not fishing (a lot of divers use the area). (f) Recreational trolling only permitted in the stippled open ocean restricted habitat protection zone (offshore Broughton Island) between 1st December and 30th April. This part of the Open ocean habitat protection zone is closed to all fishing between 1st May and 30th November, outside of this period it is okay to fish by TROLLING only (i.e you cannot drift or anchor to catch fish, or use any other type of fishing method).
